Cover a piece of mat board with patterned paper. Die-cut a Cone out of paper-covered mat board. Fold along score lines to assemble and secure in place using extra-strong bond, double-sided adhesive. Die-cut the bottom inside of the Cone and secure in place. Gather and ruffle a width of fabric and hot-glue in place along the top of the cone. Embellish with a ribbon and a large decorative button or brad. Stamp a sentiment onto patterned paper, trim to size, embellish with ink and twine and attach to the Cone. Add a ribbon for hanging by attaching a length of ribbon on opposite ends at the opening of the Cone. For a festive flair, wrap the gift in a piece of lace and place inside the Cone.
