Adhere patterned paper to a piece of mat board. Die-cut Frame out of covered mat board and assemble. Fill clear bag with candy, seal and adhere to the inside of the Frame using double-sided tape. Create a topper out of colored cardstock. Dry-brush with white paint to create a distressed look. Use a decorative punch to create a scalloped border. Adhere topper to the treat bag. Embellish topper with ribbon, buttons and silk leaves.
