Die-cut Clowns out of a variety of cardstock and patterned paper. Assemble and adhere to a wooden skewer. Embellish Clowns with glitter and small pom-poms. Die-cut Stars out of cardstock, embellish with glitter and adhere to wooden skewers. Insert a small block of foam into a plastic popcorn box and arrange Clowns and Stars in the box by inserting the skewers into the foam. Fill in with colored tissue paper and party horns.
